Oxford Cambridge and RSA Examinations (OCR) commissioned Chrysalis Research to carry out qualitative research with schools, colleges and other education and employment stakeholders about the planned changes to level 3 qualifications that will count towards performance tables from 2016.

The aim of the research was to inform OCR’s strategic decisions by investigating current practice and use of vocational qualifications and the potential impact of the reforms.

The research comprised discussion groups with senior leaders in schools and colleges and telephone interviews with representatives from five national bodies with a role in supporting delivery, including representatives from further and higher education and employment.

The findings were presented to senior staff at OCR and supported by a full written report which informed OCR’s planning and decision making in response to the reforms.
